A monarch is generally addressed as ‘Majesty’ or ‘(Royal) Highness’ (depending on rank), the Pope is addressed as ‘Holiness’. ‘Excellency’ is generally used for civil titles; I don’t think it’s strange to use ‘Excellency’ for the President of the European Commission. What would you use otherwise, ‘Miss President’ or something? That seems really over the top to me.
