Like: “beg, borrow or steal”. But people should remember that it’s theirs, they paid for it with their taxes, they’re just sharing it with others.

“suspicious behavior” is just a BS term used for switching the blame back to the consumer. Kind of like “for your convenience, we are [removing a capability]” or “for your safety, we are [taking away a right.]” You are correct that it makes no sense.

I did get a sticker. I also got “sticker shock”.

I’ve heard it before (and am willing to believe that it’s true) but it’s kind of a hard thing to look up on google scholar.
